You can create a standard such as an NFPA standard that applies retroactively to all schools, but it is a "standard." It's not a law. Some communities put the NFPA standards into their codes by reference. Some don't. Some reference other standards. And then there is NYC that picks and chooses like their codes from among the standards as if they were grazing from the craft table (food counter) at a major film location.
From what I remember from my renovation, it varies by state. Some follow all current NFPA regs, some do not. Some follow the universal fire code, some do not. The article referenced below states that it is retroactive to all schools. Is that regardless of whether or not your state has adopted the 2015 version? If so, it would make it much easier for some of us to push this as standard practice. "The new requirements in Chapter 12 of NFPA 45 are retroactive to all schools and apply to the performance of science demonstrations using hazardous materials. The requirements include instructor responsibilities, chemical handling and storage requirements, and controls for the performance of demonstrations. The requirements below are similar to the requirements that the CSB recommended last October." -----Original Message----- From: DCHAS-L Discussion List [mailto:dchas-l**At_Symbol_Here**med.cornell.edu] On Behalf Of Montville, Laura Sent: Wednesday, November 04, 2015 2:01 PM To: DCHAS-L**At_Symbol_Here**MED.CORNELL.EDU Subject: Re: [DCHAS-L] Chemistry classroom fire injures 6 Hello All, The chair of the NFPA 45 Technical Committee, Andrew Minister, wrote an article on the new educational lab requirements in NFPA 45, which was the cover story for the September/October edition of NFPA Journal.. We also put together a tip sheet to be used by students and teachers, outlining the new requirements. They can be found at the following links, feel free to share.
