You can create a standard such as an NFPA standard that applies retroactively to all schools, but it is a "standard." It's not a law. Some communities put the NFPA standards into their codes by reference. Some don't. Some reference other standards. And then there is NYC that picks and chooses like their codes from among the standards as if they were grazing from the craft table (food counter) at a major film location.
From what I remember from my renovation, it varies by state. Some follow all current NFPA regs, some do not. Some follow the universal fire code, some do not.
